Will stations revolt over network payments?

A potential explosion is brewing among affiliates of all four broadcast networks over massive program payments that threaten the very viability of the network/station system.

Originally designed as a way for stations to share a portion of retransmission revenue with their networks to fund program development, network fees have steadily grown over time to the point where some Fox and CBS affiliates are reportedly now paying more money to their networks than they receive from cable and satellite companies.

Though not yet as severe, NBC and ABC affiliates are also paying what many stations see as onerous and unfair percentages of their retransmission dollars to their networks.
